MNUE and Karaganda National Research University Named after Academician Ye. A. Buketov Sign Memorandum of Understanding

Ulaanbaatar, Mongolia — May 14, 2026

Following the recent high-level reciprocal visits between Mongolia and the Republic of Kazakhstan, cooperation between the two countries in education and science has gained renewed momentum. In October 2024, President Kassym-Jomart Tokayev of the Republic of Kazakhstan paid a State Visit to Mongolia, during which bilateral relations between the two countries were elevated to the level of strategic partnership. In April 2026, President U. Khurelsukh of Mongolia paid a State Visit to the Republic of Kazakhstan. During the visit, the two sides emphasized the importance of expanding cooperation in education, culture, sports, tourism, and youth sectors, while President Kassym-Jomart Tokayev noted that Kazakhstan’s universities remain open to Mongolian students and youth.

In this context, the international education exhibition “Study in Kazakhstan” was held in Ulaanbaatar on May 13–14, 2026. The exhibition brought together leading universities from Kazakhstan, representatives of Mongolia’s education sector, prospective students, and government and diplomatic officials from both countries. The event was organized with the participation of the Ministry of Science and Higher Education of the Republic of Kazakhstan, the Ministry of Education of Mongolia, and the Embassy of the Republic of Kazakhstan in Mongolia.

As part of this broader academic engagement, representatives of Karaganda National Research University named after Academician Ye. A. Buketov paid an official visit to the Mongolian National University of Education (MNUE) on May 14, 2026. During the visit, the two universities signed a Memorandum of Understanding, marking a new step in strengthening institutional partnership between MNUE and a prominent research university in Kazakhstan.

The signing ceremony was held at MNUE and attended by Prof. J. Batbaatar, President of MNUE; Dr. D. Soronzon, Vice President for Academic Affairs and Cooperation; Assoc. Prof. G. Tsogzoimaa, Head of the International Relations Office; representatives of MNUE’s International Relations Office; Nurlan Orynbassarovich Dulatbekov, Chairman of the Board–Rector of Karaganda National Research University; Amanbek Serdkhan, Senior Lecturer of the Department of International Relations and World History; and a representative of the Embassy of the Republic of Kazakhstan in Mongolia.

Karaganda National Research University is an educational institution with a long history in Kazakhstan’s higher education sector. The university was first established in 1938 in the city of Karaganda as a Teachers’ Institute, making it one of the earliest teacher training institutions in Kazakhstan. It later developed into a Pedagogical Institute in 1952 and was expanded into Karaganda State University in 1972. In 2024, by Resolution No. 258 of the Government of the Republic of Kazakhstan, the university was granted the status of a research university. It was also noted that the university’s research expenditure has increased tenfold since 2020.

The university also promotes research through its academic journals. Its English-language journal, Eurasian Physical Technical Journal, is indexed in Scopus in four scientific fields: Energy, Engineering, Materials Science, and Physics and Astronomy. Other university journals, including Bulletin of the University of Karaganda – Chemistry and Bulletin of the Karaganda University – Mathematics, are also indexed in Scopus. According to the information presented by the Rector during the signing ceremony, the university has also submitted a request for inclusion in a fifth scientific field.

The Memorandum of Understanding between MNUE and Karaganda National Research University provides a framework for developing joint educational initiatives, academic mobility of students and teaching staff, scientific research, and international projects. The partnership is expected to contribute to the internationalization of higher education, strengthen academic mobility, and support long-term cooperation between Mongolian and Kazakhstani universities.

Through this partnership, MNUE continues to expand its international cooperation network and create new opportunities for students, faculty members, and researchers.
